While I was working on databases and spreadsheets at the American Red Cross, for hours at a time, I would often think to myself, "what is service learning, and why do we have to do it?" Most of the time, I simply thought of it as forced volunteerism, with no real direction, or purpose. This is due to the fact that the reason that we were made to volunteer was not exactly revealed to us. So, I decided, for my paper, to make some discoveries about Service Learning. These discoveries would be made most likely by viewing other schools' programs, which implement service learning. The facts that would be of most interest are, service learning itself, the definition of service learning, the benefits of service learning, and finally, how service learning should and needs to be implemented into the curriculum, most importantly, the pharmacy curriculum. I thought, before heading into my service learning experience at the Red Cross, that Duquesne's pharmacy school would already have a grasp of the concept of service learning, how it should be implemented into the curriculum, and most importantly, how it benefits the students. Benefit to the students, has to be the most important aspect of the entire concept, because if there is no real benefit to the students, there is no good reason to waste valuable time on an education strategy known as service learning. The education strategy that is known as service learning is not a new strategy at all. The roots of service learning can be traced back to the 10's. It was during this time that a man by the name of John Dewey founded the concepts that would eventually lead to the formation of service learning. This was apparent in his assessment of education, in which, he theorized that effective learning required context through application and experience. Dewey called for an approach to teaching that was democratic, participatory, and interactive. His philosophy of education was the foundation for approaches such as service learning that extend students' learning beyond the walls of the classroom. An important aspect of Dewey's assessment of learning and education was that learning occurs through a cycle of action and reflection. It is in the reflection stage, through discussion groups, journals, and papers, that Dewey believes, students really learn from their experiences and make connections to things relevant in society and also their future profession, which is pharmacy, in this case.

If broken down, Service Learning is a combination of Service, community action and Learning, often seen as additional knowledge gained. Thus, when the two are put together Service Learning is the acquisition of knowledge through community service. Although the key component of service learning is volunteering, service learning differs from volunteering in that service learning is connected to classroom instruction and academic requirements. Service learning can also be distinguished from internships and other forms of experiential learning. This is due to the fact that these types of learning do not necessarily involve students in social problems or in addressing unmet community needs, as service learning does.Service Learning was created for a purpose. The main purpose behind it was to benefit the student in a way other than the benefits received from the classroom. These benefits, however must be real and evident to the students, if the program is to be successful. When the College of Pharmacy at the University of Texas first incorporated service learning into their curriculum, some the intended benefits to the students were to improve their communication skills and to help them gain a better understanding of needs and issues in the community. When comparing other service learning programs, having students interact with members of the community seems to be a common benefit. According to the Academic Service Learning Advisory Committee, some of the benefits of students interacting with members of the community are that students become aware of their community's needs, they have an opportunity to connect with members of the larger community who can offer important partnerships and resources, and also makes students more committed and involved in the community they belong to, thus building teamwork and leadership skills. Another benefit that the University of Texas College of Pharmacy believes can result from service learning is that students will learn the concepts of caring and social support. This, the college believes, is where pharmacy students benefit most from service learning. This is due to the fact that pharmacists should be able to understand patients' circumstances and be able to empathize with their situations. According to the University of Texas, an essential characteristic for pharmacists is being able to show empathy to patients. This beneficial trait of a pharmacist can be gained through service learning, where students often go to locations where the people there do not have very much, and are often not as privileged as themselves. The University of Texas also hopes that its pharmacy students will develop more effective communication skills as a result of service learning. But, this is only possible if the course is structured and implemented into the curriculum appropriately. This must involve the faculty to evaluate the community sites and have the school and the organization have an agreement on what types of work the students will be doing. For example, the University of Texas has an agreement with the sites that the students go into that mandates interaction of the students and the people that organization serves. First, the project should provide meaningful service to others and this service must meet the needs identified by both the school and the community organization. The first reform is Standards, Test and Accountability. It is stated that test have become the accountability toll of choice throughout the nation, as school legislatures and policy makers find ways to increase achievement levels. As a result of this, I feel that educators are being pressured to push and implement short, quick strategies to get test scores up to meet state demands. School districts and leaders look at short term strategies for boosting test scores, but would be unlikely to support the development and instructional reform needed to prepare students for a successful future (Phi Delta Kappan 000). As a teacher, I believe that all teachers want what is best for their students, and I also believe that students will not do well on state test unless they teach what is covered by the state test in the way it is assessed on the state test.The next reform talks about Charter Schools. The latest major development in community education is the establishment of Charter schools. The local government or Board of Education grants a community group a "charter" (a lost if rights, privileges, and expectations) that permits the groups to establish and operate a public school. Specific arrangements are made in reference to finance, school operations, student enrollment, and accountability. If standards are not met the charter is revoked and the schools are closed. In comparison to public schools, the charter school provides and specializes in multiple curriculum options, responding to the demand for better and a more focused curriculum. From New York City to California, mainly initiatives are being used to attract the best teachers by increasing their salaries and in some cases tying pay to the performance in the class. Education experts see a clear connection between teacher quality and student performance. The question is how to use pay and other incentives to get and retain the best qualified teachers. Many believe that U.S. Schools can not improve unless they attract and retain top notched teachers. In order to do this, teacher recruitment, training, certification, compensation, and evaluation systems must be completely overhauled (Finn and Kanstoroom 1). Great Teachers are the most important ingredients in any school. Smart, caring teachers can help their students overcome background problems. Finding a way to attract the best and brightest teachers must remain a top priority. In conclusion, recent national proposals for educational reforms have reflected emerging concerns. However, the educational system is being challenged to improve achievement in equity to and for at-risk and disadvantaged students. New Teachers will play an important part in determining whether the reform effort is successful. METHODOLOGYThe interviewer used secondary sources to collect data. An interview was set up with four persons that are currently working in a Virginia Public School. These people were selected at random. The interviews were conducted in the Summer of 00 in various public schools throughout the area. The data gathered from this project will be used to analyze and determine how educational reforms will be used to reconstruct the educational system. All interviewees were asked a series of questions and responded to the best of his/her abilities. And benefits managers are in the perfect position to rethink pensions in the context of total reward, and to see what opportunities there are for the benefits they invest in.


At the October launch of the National Association of Pension Funds (NAPF) report Pensions--Plain and Simple, chairman Peter Thompson said Employers should make an informed choice over changes to pension provision. He appeals to employers set on closing their final salary defined benefit schemes (DB) to consider alternative design options to defined contribution (DC) plans, such as DB/DC hybrid schemes and DB schemes based on career average revalued earnings (Care). Over the past year, Employee Benefits has reported on these designs and on the sprinkling of organisations that have already pursued some of these options, including Nationwide Building Society, The Pensions Trust, Safeway and Tesco. A benefits managers role stretches beyond the mechanics of pension scheme design to the so-called softer elements of the total reward offering, such as communication, consultation and flexibility. These can be as important as hard remuneration in employees perceptions of their employment deal. The fallout from the last two years of DB pension scheme closures demonstrates that the organisations which carefully considered this side of the equation have emerged less battle scarred than those that havent. Employee consultation Companies that have attempted to move existing employees (rather than just new staff) into DC schemes perhaps underestimated the controversy their actions would cause. At Ernst & Young and the Big Food Group (formerly Iceland), this resulted in legal action, and at steel company Caparo, a strike. Ken Penton, a spokesman for the Iron and Steel Trades Confederation (ISTC) which represented Caparo workers says [Caparos] reluctance to discuss the situation left us with no alternative. Caparo ended up re-establishing the DB scheme on a modified basis, with concessions from both sides. A lesson, indeed, on how employee consultation prior to launch can avoid bruising public battles which damage the employment brand. But even when a company closes its scheme to new members rather than existing ones, broader employee relations issues can trump the agenda. Prudential is a case in point. At the time of going to press, publicity over its proposed pension provision changes had turned sour, after an initially positive airing. This had little to do with the actual quality of the proposed new DC scheme for new joiners. The government actuarys figures for 000 show UK employer contributions for DC schemes at 5.1% of earnings, while in DB schemes they average 11.1%. On their own merit, Prudentials 6%-1% contributions (dependant on employee matching) are actually at the better end of the benchmark. Furthermore, the company had rolled out an extra days leave for financial planning, which was publicly applauded by the financial secretary to the Treasury, Ruth Kelly. Union consultation However, just as everything was looking OK on the pensions front, an unexpected (and unrelated) announcement was made--850 jobs in Prudentials Reading call centre could go because the work was being transferred to India. Suddenly the pension scheme changes got rolled into a broader employee relations battle, and was reported as such by the national media. Brian Harris, a spokesperson for Amicus, the union involved says There is a breakdown in trust. Employees fear this is the thin end of the wedge and believe the DB pension scheme could be closed to existing members in the future, not just new staff. They are saying, `this new financial planning day is a great opportunity to look for another job. Steve Colton, head of media relations at Prudential replies That is complete [rubbish]. We sent a letter to existing scheme members stating that we have no intention of withdrawing their benefits. The call centre issue is a completely separate matter and we fully accept that consultation with the union is appropriate. Satisfaction surveys One organisation which avoided public employee relations strife when it closed its final salary DB scheme to new members, is Nationwide. Michael Fairlamb, head of pensions, puts this down partly to choosing a Care scheme, rather than a DC one Unions are not so violently opposed to Care as they seem to be about money purchase [DC]. They are not ecstatic mind you, but I get the impression that they are less willing to oppose Care. Arguably though, Nationwides careful attention to the total reward package it offers staff, has been an important backdrop to the acceptance of pension scheme changes. At Nationwide, 75% of staff are female and the organisation actively encourages flexible working arrangements and working past the normal retirement age. It regularly conducts staff satisfaction surveys. These initiatives encourage employee buy-in and have the business benefit of lowering staff turnover and thus costs. Nationwide introduced its Care scheme in January 00, but rather than sitting on its laurels, has seized every opportunity since to reinforce the retirement saving message through the total reward package. For instance, it sent out benefit statements incorporating personalised data on state pensions from the Department of Work and Pensions in July. Evan Davidge, a reward consultant says We timed it so that employees could put their money from the annual corporate bonus towards their retirement savings, if they wanted to. Furthermore, Nationwide wrapped the scheme into its flexible benefits package so that staff could avoid the commission they would have had to pay on an a free standing added voluntary contribution (FSAVC) or ISA. A Care members pension builds up each scheme year, adding 1/54th of pensionable salary received during that period, revalued in line with inflation. Employees can now flex this up to 1/6th. Contribution sabbaticals Another organisation that has recently redesigned its pension provision in the context of refashioning its total reward offering is Hewitt Bacon & Woodrow. Following the merger of Hewitt with Bacon & Woodrow last year, the new organisation launched a flexible benefits package in October 00. Its 15,000 employees can choose on an annual basis, whether to contribute to a Care scheme, or to a DC one. Interestingly, the legacy arrangements were both DC, not DB, so the Care scheme is actually the new kid on the block in this arrangement. Given that Hewitt Bacon & Woodrow is an actuarial and human resources consultancy, one assumes that employees have the financial literacy to cope with weighing up their options year-on-year. Kevin Wesbroom, principal design consultant, says Given that our proposition to clients is that the one size fits all benefits package is dead in the water, we feel that the total reward deal we offer to our own employees is consistent with that. One area of internal debate was over whether the consultancy should allow employees to take contribution sabbaticals, given that encouraging retirement saving is another key message of its external brand. It decided flexibility for the individual employee was still important, and settled on allowing contribution sabbaticals of up to three years. Wesbroom says -year-old trainees, realistically, might not place pension saving that high on their agenda. They may have other financial planning priorities.
